Foreign coinage attacked by polish practices

Last year I stumbled on this piece of information. On it's website the polish mint claims it is minting certain coins issued by Austria, Kazakhstan, China, Canada, and australia. One can see this below on the mennica polska's website

However, when one searches for legislation passed in Austria, Kazakhstan, China, Canada, and australia to allow poland to do this no such legislation authorizing poland to mint the coinage of those countries. This is nothing but counterfeitting and a blatant attack on countries that poland sees as competition in it's foreign trade.
